Understanding local government and how to have your say

Healthwatch is your local health and care champion, but there are also other ways to influence decision-makers and help bring about change.
Islington Town Hall

It feels more personal, I can talk directly to local councillors. There are opportunities to participate, feel heard, and see change.

Islington resident explaining the benefits of attending council meetings

Evidence Islington is a partnership between the local council, community groups (including Healthwatch Islington) and universities. The partnership supports the better use of evidence and research to help reduce inequalities and improve residents' health and wellbeing.

The partnership has published the booklet Your Voice in Local Government - A guide for residents, which aims to explain how the council is organised, how it makes decisions, who from the council can make decisions and most importantly, the role residents can play in this process.  For example, let's look at the way Scrutiny Committees work.

Scrutiny Committees

  • Scrutiny Committees review the performance of local services delivered by the council and key partners (for example, local health services).
  • Scrutiny helps review and develop council policy. Scrutiny also helps make recommendations to improve service delivery for residents.

Health, Wellbeing and Adult Social Care Scrutiny Committee

This committee scrutinises Public Health, Adult Social Care, and local NHS performance.

Most Scrutiny Committee meetings are open to the public, meaning residents can attend and observe the discussions and decisions being made. There is also an opportunity for the public to ask questions to councillors and council officers at the end of each agenda item.

For some scrutiny topics, residents may be invited to contribute to specific reviews or inquiries conducted by Scrutiny Committees. This might involve giving evidence or testimony about particular issues.

Practical Steps to Get Involved

  1. Check the council website: Look for upcoming meetings, agendas, and published reports on areas you may be interested in.
  2. Contact the Democratic Services by emailing democracy@islington.gov.uk They can provide information on how to participate in meetings or give information about upcoming topics that are being discussed.
  3. Engage with local councillors: Contact your ward councillor if you want an issue raised or discussed in a scrutiny meeting.
